Bottom Grille

Can the bottom grille be taken out with out taking the bumper off??

Indeed it can. I removed mine when removing the chrome ring on the front bumper, it is a pain in the ass though. Basically remove the two bolts at the top of the grille, push it gently all the way around to unfasten the tabs, then maneuver it out.
