the base non Canadian RAs no longer had DRLs like the rest of the non-HID Lancers after 2011 iirc. the 2008-2010 used the low beam headlights.

they're bright for factory HIDs, but maybe yours are out of alignment. if you can, park your car in front of a wall or garage door at night and turn on the headlights. thats the easiest way to check...
