Yes, it looked legit. It came in an envelope with official Mitsu logo's. The stated in the letter that this is for CARB requirements. You can either do the test (which they go to where ever you want to meet them) and they install some sort of monitoring device to the ECU for a couple weeks. They do not drive your car. You drive it. Or you can opt out of the testing and take a survey instead or opt out completely. Its a $100 if you do it though payable by visa card or merchant cards. I opted out for various reasons...
