I went with vinyl strip tape route looks very clean and professional and wont have any wear in the future. Plasti dip will show wear in a long run from day to day driving. Vinal strip tape doesnt need bumper removal or ring removal

do not sand it it will peel right off. if it bubbled you did not clean it good enough. peel it off and respray it.

You could also just pop the bubble and spray a light coat over that section again (just enough to hide the hole). The cool thing about plasti-dip is you can just spray over any areas that get damaged and it tends to blend in as long as the surrounding area is clean and not too faded.
